NASA Shelves Ambitious Flagship Missions to Other Planets (SPACE.com)

Proposed budget cuts are forcing NASA to suspend plans for ambitious, expensive missions to destinations throughout the solar system.

The White House's budget request for 2013, which was released Monday (Feb. 13), keeps overall NASA funding flat but allocates just $1.2 billion to the space agency's planetary science program. That's a 20 percent cut from the current allotment of $1.5 billion, and further reductions are expected over the next several years.

NASA officials say this funding picture leaves no room for multibillion-dollar "flagship" planetary missions ? a departure for the space agency, which has launched roughly one such effort per decade since the 1970s. Those missions include the Cassini spacecraft's study of the Saturn system and the so-called Grand Tour of the solar system by the twin Voyager spacecraft.

So for the moment, there are no plans to develop more planetary flagships beyond the $2.5 billion Mars Science Laboratory (MSL), which will drop the 1-ton Curiosity rover onto the Martian surface this August to investigate the Red Planet's potential to host life as we know it. NASA launched MSL last November.

"There is no room in the current budget proposal from the president for new flagship missions anywhere," John Grunsfeld, NASA's associate administrator for science, told reporters Monday. [NASA's 10 Greatest Science Missions]

NASA is continuing to work on an astrophysics flagship mission, the James Webb Space Telescope. This huge instrument, billed as the the successor to the agency's Hubble Space Telescope, is slated to cost $8.8 billion and launch in 2018 at the earliest.

A history of planetary flagships

NASA divides its planetary exploration missions into three classes: Discovery, New Frontiers and Flagships. Flagships are the most ambitious and priciest of the three, with costs running into the billions of dollars.

NASA has developed roughly one planetary flagship per decade, beginning with the Voyager mission to the outer solar system in the mid-1970s. The Galileo mission to study Jupiter and its moons followed in 1989, and in 1997, NASA launched Cassini toward the Saturn system.

The Curiosity rover is the most recent NASA planetary flagship, and perhaps the last for a while. Because of the proposed budget cuts, plans for possible future flagships ? which include a Mars sample-return mission and a probe that would study Jupiter's ocean-hosting moon Europa ? are on indefinite hold. "A flagship mission is not on the table," Grunsfeld said.

This state of affairs is deeply unsettling to some scientists and space-exploration advocates.

"People know that Mars and Europa are the two most important places to search in our solar system for evidence of other past or present life forms," Jim Bell, president of the nonprofit Planetary Society, said in a statement. "Why, then, are missions to do those searches being cut in this proposed budget? If enacted, this would represent a major backwards step in the exploration of our solar system."

Bill Nye, CEO of the Planetary Society and former host of the TV show "Bill Nye the Science Guy," voiced similar sentiments.

"We are on the verge of finding habitable environments on Mars and other worlds. These discoveries will change the world," Nye told SPACE.com via email. "Curtailing this work now will lead to spacecraft that don't work right, missions that crash, and the dissipation of the remarkable aerospace workforce. It may well lead to other space agencies taking on the search for life, and finding it, albeit decades hence."

Still exploring

The proposed budget cut compels NASA to drop out of the European-led ExoMars missions, which aim to launch an orbiter and a drill-toting rover toward the Red Planet in 2016 and 2018, respectively. These two missions are viewed as key steps toward an eventual Mars sample-return effort.

However, NASA officials stress that the agency is not giving up on planetary exploration in the near future. It's just scaling down, focusing on missions that may cost $500 million to $700 million instead of several billion.

The space agency is looking into sending such a "medium-class" mission to Mars in 2018 or 2020, Grunsfeld said. The details of this pending effort have yet to be worked out, and won't be until NASA finishes overhauling its Mars exploration strategy ? another move the agency is undertaking in response to the budget cut.

And NASA isn't abandoning flagships forever. Agency scientists and managers will keep laying the foundations necessary to enable ambitious missions, so they'll be ready to hit the ground running should the fiscal environment improve, Grunsfeld said.

Grunsfeld said he hopes NASA can return Mars rocks to Earth for study by 2030 or so, and he also expressed optimism about potential flagships to destinations beyond the Red Planet.

"We're still doing mission studies for Europa. We still have folks thinking about Uranus," Grunsfeld said. "We're still working forward so that when we have the kind of budget that would enable us to start a flagship to the outer planets, we will do so."

ANKARA, Turkey (AP) ? Thousands of soccer fans shouted slogans outside a Turkish courthouse Tuesday in support of 93 suspects, including the jailed president of the country's top soccer team, who went on trial in a massive match-fixing scandal.

Aziz Yildirim, president of the celebrated Fenerbahce soccer team, and other suspects have been charged in the scandal allegedly involving 19 league matches last season.

Fenerbahce, the champion of the Turkish league, was barred from the Champions League ? the biggest, most lucrative international soccer tournament ? because of its involvement in the match-fixing scandal. The team could be stripped of its domestic title, tossed out of the top flight and forced to play in a lower soccer league, penalties that could cost the club millions.

"The government might collapse, (chronic) inflation might go down but Fenerbahce can never be relegated!" Fenerbahce fans shouted outside the courthouse in Silivri, a town near Istanbul.

Match-fixing scandals last year tarnished leagues in Turkey, Italy, Israel, Finland and Greece even though UEFA, the governing body for European soccer, spent millions to monitor betting and investigate cases in which players and referees were allegedly bribed. Match-fixing scandals were also reported in Africa and Asia.

Match-fixing can generate enormous profits and according to Interpol has often involved Asian crime syndicates. FIFA, the world soccer body, estimates that fixers make between $5 billion and $15 billion in profits each year from manipulating matches across all sports, which attract $500 billion in wagers with legal and unlicensed operators.

The head of the Turkish Football Federation and two of his deputies resigned last month following a controversy on how to deal with teams implicated in the match-fixing scandal, which has implicated officials or players from at least eight Turkish clubs.

Yildirim, who has denied any wrongdoing, is accused of establishing a crime ring and match-fixing, according to the indictment which includes records of wiretapped conversations between the suspects who allegedly exchanged encoded messages.

He faces a maximum of 72 years in prison if found guilty. Prosecutors accuse Yildirim of attempting to manipulate 13 league games, mostly in the second half of the season, to edge Fenerbahce past then-leader Trabzonspor in the league standings.

Fenerbahce went unbeaten through the second half of the season and beat Trabzonspor to the title on goal difference. Officials with Trabzonspor, which replaced Fenerbahce in the Champions League, have also been implicated, along with officials and players from several other clubs.

The indictment accused some suspects of bribing rival team's players to play badly, or not play at all, and coercing referees to make favorable decisions.

In one specific case in the indictment, Yildirim is accused of ordering his aides to pay 100,000 euros ($134,000) to Istanbul Buyuksehir Belediyespor player Ibrahim Akin ahead of a match in May.

"I'll jump off the bridge if they can prove it," Yildirim told reporters during a break in the trial, the state-run Anadolu Agency reported.

Former Giresunspor president Olgun Peker, described as the main ringleader in a broad match-fixing scheme, is also charged. Peker faces maximum 115 years in prison, according to the indictment.

Fenerbahce risks having its name tarnished like Italian club Juventus, which was stripped of its 2005 and 2006 Italian league titles and sent down to play in a lower league until it worked its way back up into the top flight.

In December, Turkey's Parliament approved a sharp reduction in prison terms for match-fixing and hooliganism, a move that led to lighter sentences for any suspects found guilty in the match-fixing scandal. Parliament overrided a veto by President Abdullah Gul, who had argued that the amendments gave "the impression of a special arrangement" to save the suspects, including Yildirim.

Former Fenerbahce forward Emmanuel Emenike of Nigeria, who was detained and released without charge in July, is among 14 players charged over alleged match-fixing attempts. Emenike left Turkey following his release and joined Spartak Moscow without playing a game for Fenerbahce. He is on trial in absentia.

Emenike, who was playing for Karabukspor at the time, was reportedly promised a transfer to Fenerbahce in return for not playing in a match against the team ? an allegation Karabukspor has denied. The club said Emenike was injured a week before the game and has a doctor's certificate to prove it.

Emenike faces maximum three years in prison if convicted.

Will Hurricanes Wipe Out Offshore Wind Farms?

The future of wind energy is out to sea. For the United States to reach ambitious goals for tapping the energy?the Department of Energy estimates that wind could provide 20 percent of American energy by 2030?wind farms may need to go places where the wind blows steadily?and where there are no people to complain about turbines ruining the view from their veranda.

Offshore wind farms are already popular in Europe, and they?re garnering major interest by U.S. developers. But the U.S. has something Europe doesn?t have to worry much about?hurricanes. A new study released yesterday in the Proceedings of the National Academy of Sciences warns that within two decades, hurricanes could destroy nearly half of turbines built in the most vulnerable areas off the U.S. coastline.

A team from Carnegie Mellon University used historical hurricane data to see if wind farms in different coastal areas could stand up to the storms. They looked at four areas in the Atlantic and Gulf Coast regions currently under consideration as locations for wind farms. They then modeled how much hurricanes in these areas could damage a 5-megawatt wind turbinedesign similar to those being installed in northern Europe.

According to the researchers? model, hurricanes ranked Category 3 (those with wind speeds of 50 miles per second) and higher could buckle up to 46 percent of these traditional turbine towers. Hurricanes that severe aren?t rare either: Records show that every state in the Gulf Coast and nine of the 14 states on the Atlantic Coast were struck by a Category 3 or higher hurricane between 1856 and 2008.

So will hurricanes kill offshore wind power before it can get started? Stephen Rose, an engineer and lead author of the new study, says wind-energy companies could minimize the problem by building smarter.

One thing to do to prevent turbine damage would be to build in less risky areas. The mid-Atlantic and New England states are at fairly low risk, he says, because they experience fewer and less intense hurricanes. "Hurricane Irene passed right over some wind turbines on the beach in Atlantic City, and as far as I?ve been able to find, the turbines were undamaged," he says.

The orientation of the turbine matters, too. Rose and his team found that if a turbine were pointed into hurricane-force winds, it would be much less likely to buckle. If high-speed winds hit the turbine?s broad side, however, they can cause a great deal of damage because they push against the part of the nacelle (the housing that holds the blades) that has the most surface area.

Keeping the turbine pointed into the wind during a hurricane is complicated, however. "The wind speed can pick up and change direction in a matter of a minute or two," Rose says. Turbines also would need strong motors to turn quickly enough to cope with changing winds. They?d also need to be able to sense wind direction. And because many turbines run on grid power?which often goes out during hurricanes?they?d need battery backup. Rose estimates these upgrades might cost $50,000 per turbine. "But these are $5 million to $10 million turbines," he says.

Dominique Roddier is an engineer working on a new design for a floating wind turbine called WindFloat by Principle Power, which is being tested in Portugal. He couldn?t say how accurate the estimates by Rose?s team might be, he tells PM, but he doesn?t think that hurricane risk poses an insurmountable obstacle for the offshore wind industry?it?s something that?s been taken into consideration all along.

"We know very well what a hurricane?s winds are," Roddier says. "We can design turbines that will sustain the highest hurricanes without a problem; they will just be a lot more expensive and maybe not worth it."

Building turbines to withstand big hurricanes would mean bumping up the strength of the structures with thicker, heavier towers and blades that require more steel and fiberglass to build. That means they?d be much pricier. Roddier says wind-power companies will have to weigh that expense against how much energy they expect to get from a particular location, and consider whether it would be cheaper to replace a turbine that breaks rather than build one that can withstand any storm.

"If we?re in an area with good wind resources but where we are going to see hurricanes every year, we?ll build them much stronger," he says. "If we?re in an area that doesn?t have a lot of wind, but where we are going to see hurricanes every year, we?ll probably think twice about building wind farms there."

Here are the sad facts. About 50% of the people in the United States work for small businesses, according to the Census bureau. And small businesses pay dramatically higher fees for their IRA's and mutual funds. I gave a number of 4% fees - and this was being generous. Some many people pay fees as high as 4.8%. Small companies, because they lack negotiating power due to the few employees they have on staff, often have to rely on costly plan providers, such as insurance companies.

Social Security is Better Investment than the Stock Market over the last 14 Years

It's almost impossible to believe, but you'd do better putting your money into a government program.
