Jobs Report Dominates Holiday-Shortened Week

Investors and economy watchers will have many reports to digest in the coming week. The main course will be Friday?s employment report, served up after U.S. financial markets close Thursday to observe Independence Day.

The payrolls report has been a focus not just for what it says about the state of the economy but also for what it suggests about future Federal Reserve policy decisions. Stronger job growth would probably nudge the Fed closer to discussing tapering its bond-buying program.

Economists don?t think ?stronger? will describe the June employment numbers, which should allay taper fears. The median forecast of economists surveyed by Dow Jones Newswires expects nonfarm payrolls grew by 155,000 slots in June, less than the 175,000 slots added in May.

The June unemployment rate is forecast to slip to 7.5% from 7.6% in May.

Two readings on June business activity are also on tap for the trading week ending July 5. The Institute for Supply Management will release its factory survey Monday. Economists think the top-line purchasing managers? index will increase to 50.0 from 49.0. The 50 mark would mean manufacturing is in neutral. A reading below 50 indicates contraction, and a reading above means expansion.

The ISM?s nonmanufacturing report is on the calendar for Wednesday. The median forecast calls for a June PMI of 54.0, compared with 53.7 in May.

Another June data point will be vehicle sales. Auto makers will report sales Tuesday. Economists think car buying picked up to an annual rate of 15.5 million, from 15.2 million in May.

Jamie Dupree's Washington Insider: Documents show IRS looking at "anti-Republican" groups

As the IRS released an 83 page internal review of the political targeting of Tea Party groups, Democrats in Congress leaked out documents which appeared to show the IRS keeping tabs on "anti-Republican" groups as well.

"Common thread is the word "progressive," notes the internal lookout list, which noted that the groups "are partisan and appear as anti-Republican."

In some of the same documents, both progressive and Tea Party groups are listed by the IRS for scrutiny, along with groups that focus on medical marijuana, the Arab-Israeli dispute, the Obama health reform law and more.

The discovery of such "Be On the Look Out" lists (BOLO) aggravated Democrats, as they demanded to know why the internal watchdog at the IRS so forcefully said that only conservative-leaning groups were given the once-over by tax agents.

"The American public expects competent, impartial, unbiased, and non-political treatment from the IRS," said Rep. Sander Levin (D-MI) in a letter to IRS inspector general J. Russell George.

"That same standard is also applicable to you and your organization," Levin fumed.

Republicans said just because the word "progressive" was found on a BOLO list didn't mean that somehow Democratic-leaning groups had been harrassed.

Still, the documents did give Democrats something to push back with, after weeks of a seemingly one-sided investigation that dealt mainly with Tea Party complaints.

Labour councillor Dermot Looney elected mayor of South Dublin


Labour Cllr Dermot Looney was elected Lord Mayor of South Dublin at a meeting of South Dublin County Council last night.

He brings to three the number of Labour Party councillors who have been elected to chairmanship or cathaoirleach roles for their respective Dublin local authorities this year.

Cllr Ois?n Quinn became Lord Mayor of Dublin City Council earlier this month and Cllr Carrie Smyth was elected cathaoirleach of D?n Laoghaire Rathdown County Council.

Action plan

Councillors in the fourth Dublin local authority, Fingal County Council, elected Fine Gael Cllr Kieran Dennison to the role of cathaoirleach last week.

The appointment of all four cathaoirligh marks the final mayoral elections in the term of the current councils. Councillors will face a local election next year along with a plebiscite by Dublin?s citizens on the direct election of a lord mayor.

Mr Looney was elected by a vote of 13 to nine. The 30-year-old from Greenhills works as a primary school teacher in St Dominic?s National School, Tallaght. Cllr Eamon Tuffy (Lab) was elected deputy mayor.

Next week, the three Labour local authority leaders will launch Labour?s Action Plan for Dublin.

The plan will include a strategy to deliver a Dublin-wide cycle network, proposals for schemes in Dublin libraries to promote reading about the capital?s history and heritage, and steps to make Dublin more senior-citizen friendly. The three will also consider the issues surrounding proposals for a directly-elected lord mayor.

Speaking yesterday, Mr Looney said it was ?a hugely challenging time to be involved in local democracy?.

?I want to ensure the citizens of South Dublin are informed and engaged in the work of our council,? he said. He pledged to use social media ?to communicate with new audiences?.

NEW YORK (AP) ? The Brooklyn Nets will acquire Paul Pierce and Kevin Garnett from the Boston Celtics in a deal that was still developing as the NBA draft ended, according to a person with knowledge of the details.

The trade can't be completed until July 10, after next season's salary cap is set, so pieces were still being discussed early Friday. But the person says the Nets will get the two perennial All-Stars, signaling the breakup of the Celtics' veteran core.

The person was granted anonymity because details of the trade were not being made public.

Nets general manager Billy King refused to comment on the deal during his press conference to discuss the drafting of Mason Plumlee.

Yahoo Sports, which first reported the talks, said the Nets would also get veteran Jason Terry from Boston and send Gerald Wallace, Kris Joseph, the expiring deal of Kris Humphries and three future first-round picks to Boston.

On the day they hosted the NBA draft, the Nets were making much bigger noise with the transaction that will send Pierce and Garnett to a new Atlantic Division home.

The Celtics already let Doc Rivers leave after acquiring a draft pick from the Los Angeles Clippers. Ray Allen departed last summer for Miami, and now the other two members of the Big Three that led the Celtics to an NBA title and within a victory of a second will soon be gone as well.

"Sort of sad," said Chicago coach Tom Thibodeau, an assistant to Rivers on the 2008 NBA champions.

"You hate to see it. I certainly hate to see them go to Brooklyn, Doc of course going to the Clippers. But that's the NBA. It's constant change, and you have to be ready to adapt. I think what Paul Pierce did for that franchise and Kevin ? I think's it's good for them. They have an opportunity to continue on. Good for the Celtics, where they can start their rebuilding, and it was good for Doc."

Garnett had to waive a no-trade clause, which he had been reluctant to do previously. But the Nets hoped he would consider this time with Pierce joining him and the Celtics' best days seemingly behind them.

The Celtics tumbled down the Eastern Conference standings this season, falling all the way to the No. 7 seed and getting eliminated by the New York Knicks in the first round. They have been considering moving one or both of the veterans, and this triggers the start of a true rebuilding process.

And it provides a huge boost to the Nets at two of their weakest positions. They struggled to settle on a starting power forward all last season, and Pierce would be immune to the lengthy offensive slumps that plagued Wallace, the starting small forward.

In Pierce and Garnett, rookie coach Jason Kidd gets veteran leadership from two longtime opponents as he makes the transition to the sideline after retiring as a player last month.

Terror financing fears stop transfers to Somalia

MOGADISHU, Somalia (AP) ? When a bank transfers money to Somalia, can it be sure it's not sending money to terrorists? That question is forcing one of Britain's largest banks to cut ties with the largest cash transfer bank in Somalia, a company that brings in the majority of the country's $1.2 billion in yearly remittances.

Many in Somalia are in desperate need of money. Payments from family and friends overseas are how many get by, and that's why more than 100 aid workers and Somalia experts signed a letter this week pleading with the British government to find a solution.

Barclays bank will no longer allow customers to send money to Somalia via the Somali bank Dahabshil. A financial power-house in Somalia, Dahabshil describes itself as "the most trusted money transfer company for many immigrants willing to support their families and friends." But anti-terror laws hold banks ? like Barclays ? responsible if they transfer money to criminal or terror elements. As a result, fewer are willing to send money into Somalia.

Such transactions for Somalis in the United States became more difficult in late 2011, when a bank in Minnesota closed accounts that facilitated such transfers. Sunrise Community Banks decided to halt the transactions after two women were convicted of sending money to the terrorist group al-Shabab.

"It is recognized that some money service businesses don't have the proper checks in place to spot criminal activity and could therefore unwittingly be facilitating money laundering and terrorist financing," Barclays said in a statement. "We want to be confident that our customers can filter out those transactions, because abuse of their services can have significant negative consequences for society and for us as their bank."

Abdirashid Duale, chief executive of Dahabshiil, noted that his company is one of a number of transfer businesses affected by of Barclays' decision.

"Naturally, Dahabshiil is appealing this decision and would like to emphasize that to date Barclays' has acknowledged that our Anti-Money Laundering and Anti-Terrorist Financing policies are fully compliant with industry regulations," he said.

Dahabshiil, he said, remains operational while it explores alternative banking arrangements.

The group of aid workers and researchers said the decision at stake here "is a lifeline that provides essential support to an estimated 40 percent of the population of Somalia." The group said it has seen firsthand the impact remittances have on families in the Horn of Africa.

"My son is in the U.K. He sent us money every month for our sustenance and school fees for the children. Where are we going to get the money to pay our bills?" said Dahabo Afrah, a longtime customer of Dahabshil in Mogadishu. "This is unfair to us and will affect hundreds of thousands of Somali people."

Many big banks in the U.S. have already stopped handling transfers to Somalia, saying the federal requirements designed to crack down on terrorism financing were too complex and not worth the risk. Last April, U.S. Bank confirmed it is working with Dahabshil to allow Somalis in Minnesota to send money back home. U.S. Bank spokeswoman Teri Charest said Monday that the bank is working closely with Dahabshil but the transactions have not yet started.

Barclays said it remains happy to maintain a relationship with businesses that have anti-financial crime controls. Western Union operates in Somalia but does not have a presence in many places, including Mogadishu, the capital.

The aid groups said that one study of financial transactions in Somalia found that 73 percent of remittance recipients said that they use the money they receive from relatives ? an average of $2,040 per year ? to pay for basic food, education, and medical expenses.

"One-third of recipients said that they would not be able to afford basic food if the remittances were stopped," the group said in a letter to the British government on Monday.

The group is calling on the British government to help money transfer businesses to find alternative banking partners. It also asked that Barclays extend its termination deadline for six months until other solutions are found.

A study released earlier this month by the Food Security Nutrition Analysis Unit for Somalia, a project by the United Nations' Food and Agriculture Organization found yearly remittances to Somalia to be a minimum of $1.2 billion per year. The aid group Oxfam said that soon to be published research shows that Somali immigrants in the U.K. send more than $154 million back to Somalia each year, behind only the U.S.

(AP) ? The Tampa Bay Rays believe they have a star in the making in Wil Myers.

The rookie homered in his home debut Monday night, continuing an impressive first week in the majors and helping Jeremy Hellickson beat the Blue Jays 4-1 to end Toronto's 11-game winning streak.

"He's very comfortable," Rays manager Joe Maddon said about Myers. "He's not overwhelmed whatsoever."

Myers made his major league debut in Boston at the start of a seven-game road trip that ended Sunday. He hit a grand slam off CC Sabathia for his first big league homer during a loss Saturday at Yankee Stadium.

This time, the 22-year-old outfielder hit the second of three straight Tampa Bay homers in the second inning, connecting in his first at-bat at Tropicana Field.

Myers, who's hitting .294 with two home runs, a double and seven RBIs after eight games, received a standing ovation and took a curtain call for a crowd of 11,407 getting its initial close-up view of the key acquisition in the offseason trade that sent pitchers James Shields and Wade Davis to Kansas City for the power-hitting right fielder and other prospects.

"I wasn't sure what really to do but everyone kept cheering so I thought that might be my cue to go out there," Myers said. "Actually, I saw that Zoilo Almonte guy get one (in New York) and everyone got up and kept cheering, so I thought it was the same deal for me."

Myers' drive to center off Esmil Rogers (3-3) was sandwiched between home runs by James Loney and Sam Fuld as Tampa Bay went deep three times in a span of eight pitches. Luke Scott added a bloop RBI double to make it 4-0 in the third, and that was all the support Hellickson needed.

The Rays estimated the ball Myers hit, which caromed off a wall beyond center field, traveled 422 feet before bouncing back onto the field.

"The ball comes off the bat hard with him. It makes a different sound," Maddon said. "He's one of those guys. And the thing that I like is all this stuff is going through the middle of the field."

A night after scoring a season-high 13 runs at home to complete a three-game sweep of Baltimore, the Blue Jays were limited to four singles and five walks. They came up short in their bid to extend the longest winning streak in the majors since Detroit won 12 straight in 2011.

Hellickson (6-3) gave up J.P. Arencibia's single, walked four and struck out four. He allowed only one runner past first base ? in the second inning, when Colby Rasmus walked and moved to third when Arencibia followed with his hit to center field.

The Blue Jays stranded Rasmus, who drew three of Toronto's five walks, when Maicer Izturis grounded into an inning-ending double play.

Toronto finally broke through in the eighth when it loaded the bases with one out against Alex Torres with a pair of singles and a walk. Jose Bautista grounded into a force play to drive in a run before Edwin Encarnacion flied out to end the threat.

Fernando Rodney worked the ninth for the Rays, earning his 16th save in 21 opportunities.

"The three home runs hurt ... but their pitching shut us down. That was the story of the game," Blue Jays manager John Gibbons said. "It was a nice little streak. We'll start another one tomorrow. Losses are never easy, but we've been on a nice little roll."

The Blue Jays' longest winning streak in nearly 15 years matched the best in club history. They also won 11 straight in 1987 and 1998.

The Rays began the day last in the AL East, one percentage point behind the surging Blue Jays, who gained seven games on Tampa Bay during their winning streak.

Despite the loss, Toronto has won 15 of 19 while outscoring opponents 103-57 to get back into the division race led by the Boston Red Sox.

Loney, Myers and Fuld went deep off Rogers with one out in the second, just the second time in franchise history ? first at Tropicana Field ? that Tampa Bay has hit three straight homers. Evan Longoria, Willy Aybar and Dioner Navarro did it on June 9, 2008, against the Angels.

Myers also had a single and was caught trying to steal second base in the sixth inning. He's 10 for 34 overall since being promoted from Triple-A Durham and is the first player in Rays history with seven RBIs in his first eight career games.

"He's got it all. He's got a chance to be a really, really good player," Gibbons said. "It's all in there."

NOTES: Toronto plans to activate SS Jose Reyes (left ankle) from the disabled list Wednesday. ... Blue Jays LHP J.A. Happ, who suffered a skull fracture and a sprained right knee when he fell to the ground at Tropicana Field after being struck behind the left ear by a line drive on May 7, is expected back at the ballpark Tuesday. Gibbons said Happ, slowed by the knee injury, is throwing off a mound at the team's spring training complex in Dunedin, Fla., but still has a ways to go before he pitches again. ... In preparation for his home debut, the Rays had Myers out on the field early to take fly balls in the domed stadium with the lights on and off. ... Blue Jays RHP Brandon Morrow (forearm) has not resumed throwing, while 3B Brett Lawrie (left ankle) is probably a couple of weeks from starting a rehab assignment. ... Rays LHP David Price, sidelined since May 15 by a left triceps strain, is scheduled to make his second rehab start for Class-A Charlotte on Wednesday.

Turtles have fingerprints? New genetic technique reveals paternity and more

June 24, 2013 ? For 220 million years they have roamed the seas, denizens of the bustling coral reef and the vast open ocean. Each year, some emerge from the pounding surf onto moonlit beaches to lay their eggs. Throughout human history, we have revered them, used them, and worked to protect them, but we have only begun to understand these ancient, iconic creatures. Now, with all five of the sea turtle species in the U.S. threatened or endangered, knowledge is more crucial than ever.

NOAA scientist Dr. Peter Dutton leads a team that's trying to answer some important questions about marine turtles. What will happen as sea levels rise, covering the nesting beaches turtles have used for hundreds of years? Which turtle laid this mysterious clutch of eggs on a remote beach? Where in the ocean do they mate, and how big is this population?

Thanks to a recent breakthrough in the genetics lab, Dutton and his colleagues have a clever way to find answers. Like detectives, they have learned that fingerprints help solve the puzzle?genetic fingerprints. For decades, most sea turtle studies and conservation efforts have focused on nesting females and hatchlings, because they're easiest for humans to access. Male sea turtles, which don't come ashore, are elusive characters.

Dutton's team has pioneered a technique that allows them to fill in the blanks using tiny DNA samples from nesting females and hatchlings. As Dutton and his colleague Dr. Kelly Stewart wrote in a recent article, "Hidden in a hatchling's DNA is its entire family history, including who its mother is, who its father is, and to what nesting population it belongs." This innovative tool is opening up new avenues in marine turtle conservation. Population recovery goals are based on how long turtles take to reach maturity, and genetic fingerprinting can help reveal this key piece of information, which may be different for each population. Dutton's team developed the technique while studying endangered leatherbacks on St. Croix, U.S. Virgin Islands. In the last four years, they have sampled 20,353 hatchlings there, and discovered the genetic identity of the fathers, even when multiple males have sired a single clutch of eggs; how often individual turtles mate and their reproductive success; and the ratio of males to females among the breeding turtles.

On Padre Island National Seashore in Texas, critically endangered Kemp's ridley turtles have been leaving scattered nests along remote beaches, but females are often long gone by the time monitors find the nests. There, NOAA's Southwest Fisheries Science Center and the National Park Service are using the technique to match mystery nests to mother turtles. Identifying who's nesting where and when, survival rate, and breeding success over many years will help us monitor this small population and gauge the impact of major events like disasters.

In the most surprising news yet, green turtles have begun nesting in the main Hawai'ian islands for the first time in generations. Green turtles, or honu, have nested in the remote Northwest Hawai'ian Islands, primarily on the quiet, low-lying beaches of French Frigate Shoals, a coral atoll about 500 miles from Honolulu.

Genetic fingerprinting shows that about 15 untagged females have become "founders" on the main Hawai'ian islands, boldly nesting where no one has nested before?at least not for hundreds of years. It's possible that this pioneer population could provide a kind of buffer as sea level rise threatens to shrink their traditional nesting beaches. Many questions remain, but for now science is giving turtles, and those who care about them, reason to hope.

Syrian FM: Arming rebels is dangerous decision

DAMASCUS, Syria (AP) ? The decision by the United States and its allies to arm rebel groups in Syria is "very dangerous" and will prolong the violence and killing on the ground, Syria's foreign minister said Monday.

Walid al-Moallem said sending more weapons to the opposition will also hinder efforts to bring both sides to the table in a planned peace conference in Geneva. He said his country remains ready and willing to take part but added President Bashar Assad will not step down.

Al-Moallem's comments came two days after an 11-nation group that includes the U.S. met in the Qatari capital of Doha and agreed to step up military and other assistance to the Syrian rebels. He said all those who met in Doha "have Syrian blood on their hands."

U.S. Secretary of States John Kerry, who took part in the conference, would not disclose details of the aid, saying only that it would re-balance the fight between the rebels and the government. Assad's better-equipped forces are increasingly backed by fighters from Lebanon's Hezbollah militant group.

"We are not scared," al-Moallem said of the decision. "If they dream or are delusional about achieving a balance with the Syrian Arab Army, I think they need to wait years and this won't be achieved."

"They will not be victorious no matter how much they conspire," al-Moallem added. He said arming the rebels "is a dangerous decision because it aims at prolonging the crisis, prolonging the violence and killing and encouraging terrorism."

The Friends of Syria gathering in Doha was Kerry's first meeting with his counterparts on the practicalities of assisting the Syrian rebels since President Barack Obama announced that the U.S. would send lethal aid to the opposition. The decision came despite concerns that the weapons could fall into the hands of Islamic extremists in the rebel coalition.

Obama's change of policy was partly based on a U.S. intelligence assessment that Assad had used chemical weapons, but Kerry expressed deeper concern about Damascus' foreign support. He said that Iranian as well as Hezbollah fighters had joined the war.

Al-Moallem denied categorically that any Iranian fighters were in Syria. Damascus admits that Hezbollah is assisting government troops.

The foreign minister said his regime was willing to take part in any peace conference, but will go to Geneva not to hand over power to the other side but rather to establish "a real partnership" and a national unity government that includes representatives of all Syrian society.

"President Bashar Assad will not step down," he said. "If anyone has such illusions on the other side, my advice to them is not to go to Geneva," he said. He nonetheless called the conference an "opportunity that should not be missed."

He defiantly said Syria will not accept any solutions or even ideas dictates from the outside.

More than 93,000 people have been killed in Syrian conflict that started in March 2011 as largely peaceful protest against Assad's rule. The uprising turned into a bloody insurgency in response to a military crackdown by regime forces on the protest movement. In the past year, the war has taken on increasingly sectarian overtones.
