Customs Union is vitally important for Kyrgyzstan - president

BISHKEK, December 29 (Itar-Tass) ? Membership of the Customs Union of Russia, Kazakhstan and Belarus and the Common Economic Space is vitally important for Kyrgyzstan, President Almazbek Atambayev told a news conference on Thursday.

?No matter who says what, I don?t see so far any other way but membership of the Customs Union,? the president stressed. ?We won?t be allowed any longer to earn on re-exports of goods. Already now big problems emerge on the borders with Uzbekistan and Kazakhstan. Weather we want it or not, but we must join. I have told Dmitry Anatolievich Medvedev that when we join, we want a preference for several years,? the president said, stressing that Russia ?is the main strategic partner of Kyrgyzstan?.

Atambayev believes the country must begin producing goods. ?Speculative activity ? it was the period when we earned our living by that. Market owners had good profits. At the same time, the problems of people living around the Dordoi market (one of the biggest in Central Asia), have stayed in place. All these problems were left to us, the state. The owners gained, while the country has stayed with problems,? the president stated.

?I promise that if I am safe and sound, it will be not Atambayev who will begin turning into a dragon, but Kyrgyzstan will begin turning into an ?Asian dragon? because it is a rich country with resources. I believe that we must turn into a small but strong Asian dragon, and we have everything for that,? the president stated.

Atambayev said stability is ?the main thing? for Kyrgyzstan, but warned about efforts to ?rock? it. ?It is not us who need instability, but those who want to see us weak,? the president stressed.

Babysitter charged with killing, dismembering girl

A trusted family friend who confessed to police that he bludgeoned to death a 9-year-old Indiana girl in his care then dismembered her just days before Christmas was formally charged Friday in the killing.

Michael Plumadore, 39, was charged in Fort Wayne with murder, abuse of a corpse and removing a dead body from the scene in the Dec. 22 death of Aliahna Maroney-Lemmon.

Allen County prosecutor's office chief investigator Danielle Edenfield said the charges will be read to Plumadore in jail, where he was being held without bond. An initial court hearing on the formal charges is scheduled for Wednesday.

Edenfield said she couldn't comment on a possible motive before the case went to trial.

Plumadore had been looking after Aliahna and her two younger sisters because their mother was sick. He had looked after Aliahna's dying grandfather and her family had considered him a trusted friend and neighbor.

According to court documents, Plumadore told police he hit the girl repeatedly in the head with a brick on the steps of the trailer where he had lived with her grandfather. He then put the girl's body inside trash bags and stuffed it inside a freezer in the trailer.

Plumadore told authorities that he later used a hack saw to dismember her body.

She was reported missing Dec. 23, and on Saturday, more than 100 emergency workers searched the rundown trailer park in the north of Fort Wayne where Plumadore and Aliahna's family lived.

Police questioned Plumadore several times over the weekend and arrested him on Monday, at which point he told police that he had hidden Aliahna's head, feet and hands at the trailer and discarded her other remains at a nearby business. Police obtained a warrant to search the trailer and found the body parts.

Allen County Coroner E. Jon Brandenberger has said he won't be able to determine the cause of death until further tests are completed, including microscopic findings and toxicology results.

The prosecutor's office said the investigation is continuing.

Plumadore had earlier faced a preliminary charge of murder, and the Allen County Prosecutor's Office said in a news release that the charges filed Friday do not "preclude the filing of additional charges."

The standard prison sentence for a murder conviction in Indiana is 45 years to 65 years. The other charges each carry maximum sentences of three years in prison.

Allen County Chief Deputy Prosecutor Mike McAlexander told The News-Sentinel Friday that his office had not dismissed the possibility of seeking the death penalty against Plumadore.

Plumadore has a criminal record in Florida and North Carolina that includes convictions for trespassing and assault, and an Indiana conviction for forgery.

In Germany, postal elves reply to Christmas letters with messages of joy, hope

Seven towns in Germany have special post offices dedicated to answering children's Christmas letters, which letter writers see as a chance to undermine seasonal greed and instill joy and hope.

As Christmas approaches, children long for things: cars, laptops,?dolls, electric trains. The airwaves are bombarded with news of Christmas sales barometers. A stressed-out society rushes to consumption.

But in Germany, children still write to the Christkind?("Christ Child"), or to Santa Claus, in the hundreds of thousands ? yearning not for only gifts, but for a bit of comfort and joy.?

Since the beginning of the Advent season in late November, close to?75,000 children have written to the "Christmas Post Office" of Himmelstadt?("Heaven's City"). The tiny Bavarian?village of 17,500 is one of seven towns with special post offices dedicated to?receiving and answering letters with children's Christmas wishes.?

"I write a letter. I sign it 'Your Christkind,' and I give the?children a piece of advice. I send them a little angel, a drawing, a?poem," says Rosemarie Schotte, who, for more than 20 years, has been in?charge of the Christmas post office in Himmelstadt, working with 30 village volunteers to?answer every?single letter.

"We want to bring back the spirit of Christmas, which is a?celebration of love, not necessarily big presents," says Schotte. "One has to?look within one self, to remember how good you have it in life, be?grateful to have a family."

The letter-writing tradition all started decades ago when a letter?addressed to the Christkind ended up in Himmselstadt.?Postal workers, not knowing what to do with it, just answered it. The?following year, a few more children wrote. Over the years, what had?been a few isolated letters turned into a flood.?

In 1965, Germany's first "Christmas post office" opened in Lower Saxony's?Himmelsth?r, or Heaven's Door. Six other post offices?in places with names associated with Christmas popped up, including Engelskirchen ("Angels' Church"), Himmelpfort ("Heaven's Gate") and Himmelpforten ("Heaven's Gates").

The letters addressed to Father Christmas, who is known in?Germany as Saint Nicholas, end up in one of two places: Nikolausdorf?("Nicholas village") in Lower Saxony or St. Nikolaus in Saarland.?

The tradition is an effort to counter the encroachment of?consumption on the spirit of Christmas. Schotte says part of the?idea is is to get families closer together, by encouraging parents to?write with their children.

So far, children from 70 countries have written to the Christkind in?Himmelsfarhrt. This year, for the first time, children from?Mongolia and Vietnam wrote.

Christmas' wishes come in all forms and colors.?Children don't just want?iPods and laptops. In their letters, they?share a bit of their lives, and of their yearnings to have it better.

"We get to read about just about everything," Schotte says. "The children pour their hearts out."?Mostly, they talk about things like their parents fighting, illnesses, and separations. "We try to comfort them, to make them trust life?again," she says.?

Schotte will answer each letter with a personal note, sometimes a poem or a drawing.?She tries to?transmit her own childhood traditions of candles, the advent?crown, eating a few Christmas cookies, the family getting closer to?each other.?She wants to bring togetherness back into the lives of the children's?families.

''When things aren't working in small circles, how can you?expect them to work out in bigger circles? In politics, in the wider?world?" she says.

There is always a reason to keep on writing. Schotte received a candy bar with one letter. "Dear Christ Child," the?child wrote, "I am sending you this so (you) can get energy back when?you give me my presents."

Teel Time: Fork Union quarterback Hackenberg "waiting patiently" for Virginia Tech offer

Christian Hackenberg?s father played quarterback at Virginia. One of his father?s college teammates, coaches Tennessee.

But although the Cavaliers and Volunteers have offered Hackenberg scholarships and Virginia Tech has not, the Hokies remain players in his recruitment.

This according to John Shuman, the post-graduate coach at Fork Union Military Academy, where Hackenberg plays quarterback for the prep team guided by Mickey Sullivan.

I spoke to Shuman on Monday for a print column on Virginia All-America guard Austin Pasztor, who played for Shuman in 2007. As an aside, I inquired about Hackenberg, a 6-foot-3 junior at Fork Union.

Shuman said Virginia, Alabama, Tennessee, Maryland, Rutgers and North Carolina State have offered Hackenberg. CavsCorner.com and 247sports.com report that Hackenberg attended games this season at the first five on that list.

?I think Tech?s eventually going to jump in there, and I think the kid likes Tech,? Shuman said. ?I think it?s eventually going to happen.?

Shuman should be attuned to the Hokies? recruiting priorities. His son Ryan played center at Tech from 2006-08, and his son Mark is a redshirt freshman offensive tackle there this season.

?I know that Tech?s on his radar, and he?s waiting patiently for (an offer),? Shuman said of Hackenberg.

Hackenberg?s father, Erick, was a walk-on quarterback at Virginia in the early 1990s. Among the Cavaliers? receivers then was Derek Dooley, now Tennessee?s coach.

According to MaxPreps.com, Hackenberg this season threw for 2,164 yards in 10 games with 20 touchdown passes and 16 interceptions. His best outing ? five touchdown passes, no picks -- was against Powhatan.

Hackenberg is part of an acclaimed 2013 crop of in-state quarterbacks that also includes Salem's Bucky Hodges, Stone Bridge's Ryan Burns and Richmond Collegiate's Wilton Speight.

Romney kicks off Iowa home stretch targeting Obama (Reuters)

Davenport, Iowa (Reuters) ? Republican presidential candidate Mitt Romney kicked off the last week before the Iowa caucuses warning that November's presidential contest will be "an election to save the soul of America."

Romney, back in Iowa, assumed a frontrunner posture as his main rivals were mired in their own controversies.

Looking to score a surprise win in Iowa and a boost toward the Republican nomination, Romney launched a multi-city bus tour here on Tuesday with President Barack Obama in his sights and his Republican rivals in his rearview mirror.

Speaking to an overflow crowd of more than 300 people, Romney blasted Obama, telling the frenzied crowd that next November will be "an election to save the soul of America."

Polls show a tight race in Iowa, where voters will begin the Republican nominating process next Tuesday. Romney is near the top of the polls with rivals Newt Gingrich and Ron Paul, both of whom were running into political headwinds on Tuesday.

Romney holds significant leads in New Hampshire, which votes on January 10, and a win in Iowa could make his nomination seem inevitable.

Romney's campaign has fully engaged Gingrich in recent days and weeks, tarnishing what was a rising star.

With Gingrich fading under the weight of frontrunner status and lackluster campaign organization, Romney returned to Iowa to return his fire on Obama.

Romney used Obama's words against him, noting that in a campaign speech here in 2008, Obama said, "This is our moment, this is our time."

"Well Mr. President, you have now had your moment. We have seen the results," Romney said. "And now, Mr. President, it is our time.

"You have failed to deliver on the promises you made here in Davenport," Romney said.

Apple Just Put Up A Walkthrough Of iTunes Match Because Nobody Understands What It Is (AAPL)

iTunes Match launched a month or so ago, but we don't know many people who are using it.

Maybe it's because iTunes Match doesn't allow mobile streaming, or maybe it's because nobody has any idea what iTunes Match even is.

Apple just launched an iTunes Match website to walk users through the basics of iTunes Match, 9 to 5 Mac reports.

If you're not familiar with the service, iTunes Match essentially allows you to download all of the music on your home computer to any iPhone or other Mac.

The site answers several frequently asked questions, including this one:

Does iTunes Match stream or download songs?

On a computer, any songs stored in iCloud will stream over the air when played, though you can download them at any time by clicking the iCloud download button. iOS devices will start playing tracks from iCloud as they download and will store them so that you can listen to them later even if you don?t have a network connection. Apple TV only streams songs.

Tom Crean?s Indiana Hoosiers have been one of the nation?s biggest surprises so far this year, having yet to taste defeat. But IU gets easily its toughest road test so far when it visits Michigan State on Wednesday night in the Big Ten opener for both. No. 15 Indiana (12-0) does already have a win over former No. 1 team Kentucky this season and that has been the only team able to stay close with the Hoosiers so far. But that game was in Bloomington. This will be only IU?s third true road game, and fewer places are harder to win than in East Lansing. Indiana last took the court Dec. 22, an 89-47 win over UMBC. Christian Watford led IU with 22 points. The Hoosiers heated up from long range in the second half, shooting 69 percent (9 of 13) from the 3-point line after going 2 for 14 in the first half.

The Hoosiers lead the nation in 3-point field goal percentage, are fifth in the nation in field goal shooting, second in scoring margin (25.1) and seventh in scoring (84.8). The Hoosiers are also averaging 23.5 points per game off of turnovers. The star of the team is freshman Cody Zeller. He leads the Hoosiers averaging 15.1 points and 7.3 rebounds per game. He is second in the Big Ten and sixth in the nation in field goal percentage, making 66.3 percent of his field goal attempts.

It is somewhat fair to question Indiana?s schedule so far. Of Indiana?s opponents to date, only three ? Kentucky, N.C. State and Notre Dame ? have a winning record. When you combine the opponents? records and take away the 12 losses to Indiana, they are 65-65.

Michigan State?s 13 non-conference opponents have a total record of 89-69. Take away the 11-2 Michigan State results and the record is 87-58. The Spartans have won 11 games in a row since dropping their first two games to North Carolina and Duke. The 11 non-conference wins are the most for MSU since 2007.

No. 17 MSU last took the court Dec. 22 and didn?t look great, beating Lehigh only 90-81 to improve to 9-0 at home this season. Draymond Green had 16 points and 10 rebounds for his seventh double-double this season. The three-year captain was 7 minutes late for a morning meeting and didn?t start the game. But despite a 5-for-17 performance from the field, he made an impact with a career-high six blocks.

Michigan State has won five in a row vs. Indiana, but was pushed to overtime last January in East Lansing before winning 84-83.

N. California family loses gifts, dog in burglary

? A Northern California family victimized in a burglary a few days before Christmas is hoping to at least get its dog back.

The Lancers lost all of the presents under the tree along with their dog when their Morgan Hill home was broken into last week, authorities said Sunday.

"It's a very unfortunate thing that somebody would steal from a family, especially at this time of year," said Santa Clara County sheriff's Sgt. Jose Cardoza.

Attempts by The Associated Press on Sunday to reach the family were unsuccessful, but Chris Lancer made an emotional Christmas Eve appeal on KNTV, pleading for the return of the family's dog.

"Bring the dog back, please," he said. "It's my daughter's dog. I won't say nothing if you just bring the dog back."

The family returned home Wednesday evening and found the front and back doors open and several gifts, worth about $600 missing, as well as the family pet, Cardoza said.

Cardoza did not know the breed of the dog or its age, but described it as a "small dog."

No suspects have been identified, but investigators were able to gather fingerprints from the home. The prints will be sent to a lab for analysis this week, Cardoza said.

The Artist is the most surprising and delightful film of 2011.

A silent movie shot in sumptuous black-and-white, no less. A silent flick made with not a jot of distancing winking, but instead born of a heady affection for a bygone, very bygone, era of filmmaking.

It's a rocket to the moon fueled by unadulterated joy and pure imagination.

Strangely, wonderfully, The Artist feels as bold and innovative a moviegoing experience as James Cameron's bells-and-whistles Avatar did a couple of years ago.

"The Artist'' is a small, exquisitely-cut jewel in a style everyone assumes is 80 years out of date.

A beguiling tale about Hollywood's silent movie days that is itself silent, this made-in-L.A. French feature will charm cinephiles with its affection for one of the movies' golden ages.

...one of the most original films of this decade.

It's a valentine to the cinema that comes from the heart.

It's easy to dismiss The Artist as a simple love letter to the silent-film era, but there is a lot more at work here than just an attention-getting gimmick.

This film says a lot, without saying nearly any words. It's one of the best of 2011. (Content Review for Parents also available)

Not only does 'The Artist' clearly demonstrate that something was lost when movies started talking, but it also proves that we haven't begun to learn what can be done with images alone.

It may be silent, but The Artist earns some very loud applause

The Artist is a slight confection, really, but it's so delicious and knowing that it may well end up on any number of cineastes' desert-island lists. It's certainly on mine.

"The Artist" may be too cute to qualify as high art, but it's highly entertaining.

The story and the silent-era conventions may not be entirely original, but the director revives this uniquely American storytelling style with such infectious joy and life-affirming enthusiasm that it's nearly impossible not to respond in equal measure.

Essentially a stunt, but an expertly executed one that's immensely enjoyable, especially for movie buffs...a nimble, exuberant lark.

'The Artist' paints a glorious picture of old Hollyood.

In the more eye-pleasing The Artist, the plot eventually comes too close to its inspiration, though its early moments were headed for mastery - and transformation - of style.

Hazanavicius crafted more than a replica of the silent era... a masterwork that likely won't be imitated. How many movies in 2011 can you say that about? Only the best one.

"The Artist" is a delightful treasure. It is a charming mixture of comedy, melodrama and romance that cinema lovers should make a point of experiencing.

This is not some clinical dissection of bygone cinematic techniques; it's a lively, appealing effort that mostly rises above mere novelty.

It's about more than the gimmick, and The Artist will be calling to you, entrancing you and making you feel the love.

This is the feel-good movie of the year and that's meant as praise, not a putdown.

No less than a gushing ode to cinema itself. Unconditional bliss.

Yuan hits all-time high, on track for over-4 percent gain in '11 (Reuters)

SHANGHAI (Reuters) ? The yuan closed up against the dollar on Monday after hitting an all-time high in intraday trading, guided by a stronger mid-point by the People's Bank of China, and looks set for an over-4-percent appreciation for 2011, traders said.

The yuan is expected to remain stable or rise slightly in the last week of the year to close 2011 near 6.30 versus the dollar, in line with market expectations.

The currency is likely to continue to appreciate next year as China continues to post big trade surpluses despite a slowdown in exports and amid pressure from the United States to let the yuan rise to balance bilateral trade, traders said.

But the yuan's appreciation is likely to slow to around 3 percent in 2012, with much of the rise seen in the second half of next year as China may keep the yuan relatively stable in the first half to assess the impact of the euro zone crisis, they said.

"The PBOC has recently set a slew of strong mid-points and pumped dollars into the market via state banks, giving the market a clear signal that the government won't let the yuan depreciate," said a trader at a major Chinese bank in Shanghai.

"But the central bank appears not in a hurry to let the yuan appreciate amid global economic uncertainties resulting from the euro zone debt crisis. So the yuan is likely to move largely sideways in coming months."

Spot yuan closed at 6.3198 against the dollar, up from Friday's close of 6.3364, after hitting an all-time high of 6.3160. Its previous peak was 6.3294 hit on December 16.

The PBOC set the dollar/yuan mid-point at 6.3167 on Monday, stronger than Friday's 6.3209 and near the record-high fixing of 6.3165 on November 4.

FIGHTING SPECULATORS

The yuan has appreciated 4.27 percent so far this year, with most of the gain being recorded in the first 10 months of the year as China tries to rebalance trade and use the currency to help fight high inflation.

While the government has recently halted yuan appreciation amid slowing exports, it also seems to be wary of a weaker yuan that may lead to capital outflows.

Some overseas investors appear to have been shorting the yuan in recent months amid signs that China's growth is slowing under the double weight of a global slowdown and the country's monetary tightening policy in place since October last year.

The PBOC, in addition to using strong mid-points to signal government intentions to keep the yuan stable, has also acted to inject dollars into the market via state-owned banks whenever there are signs that the yuan is set to weaken sharply.

The yuan has thus been effectively kept in a range of 6.3 to 6.4 against the dollar since early November -- a trend traders say they believe to continue well into 2012.

In contrast, offshore benchmark one-year non-deliverable forwards (NDFs) have largely been forecasting a yuan depreciation in a year's time since late September, reversing a general trend of predicting an appreciation since the yuan's revaluation in July 2005.

One-year NDFs fell slightly to 6.3790 on Monday against 6.3810 at the close on Friday, implying that the yuan will depreciate 0.97 percent in 12 months from Modnay's PBOC mid-point, compared with a 1.01 percent fall implied on Friday.

Apple founder Steve Jobs to get posthumous Grammy

Steve Jobs is to receive a posthumous Grammy Award for his services to music, organisers have announced.

The co-founder of Apple computers is to be honoured for his part in devising 'products and technology that transformed the way we consume music, TV, movies and books,' the National Academy of Recording Arts and Sciences said.

He is among those receiving one of the Trustees Awards that recognise 'outstanding contributions' to the music industry in a non-performing capacity.

Neil Portnow, president and chief executive officer of the Academy, praised this year's honourees, which include Diana Ross and Brazilian musician Antonio Carlos Jobim.

Android Phone Pictures Can Be Stunning, Too

Everyone wants to take the best photo possible and capture the moment in a memorable-favorable way. But a lot of people?s pictures look amateur at best, terribly blurry at worst. Raise your skills to the next level by following a few simple photographic tips. Even with your smartphone, you?ll be surprised to find a new level of quality to your photographic endeavors.

Here are a few tips for taking better pictures on your Android:

  • Keep the camera away if you?ve had more than three drinks. Once you?ve moved down the road towards having a good buzz, your focus and image stability have gone. Do yourself a favor and only shoot photos if your hand is steady and sober.
  • Speaking of steady, use both hands to hold your phone when snapping a pic. You don?t try to hold a ?real? camera with one hand while capturing a memorable image. Why handicap yourself while using a convenient phone-based medium?
  • Don?t snap a picture against the light source. Whether it?s a light bulb, Christmas lights, or the sun, pointing your Android phone towards a bright light source destroys the image before you even try to take the picture. That?s because the light overwhelms the lens aperture. Find the light source, then position yourself where the brightest light source is behind you. Additional tip: A steady light provides a much better lighting prospect than does a flash.
  • When touching up your photos, think ?effects? rather than trying to capture the stark reality. High-resolution digital images have a propensity to reveal every flaw in a scene. Focus instead on softening and fading, creating a ?feel? rather than peeling off the layers to reveal every detail.
  • Avoid using the digital zoom. Digital zoom simply cuts material out of your picture, bringing a small ?box? of the total image forward. Instead, try to move closer to your subject.
  • If you look around and everyone else is taking the same shot with their Android, don?t be just another one doing the same thing. Try to capture the moment by stepping back a few steps, and take a picture of all of your friends taking the same picture. Images that garner people?s attention need to add some detail that other pictures lack.

By putting a tiny amount of thought into your picture taking, you can begin snapping better photos on your Android in no time. Avoid the simple mistakes of blurry images, backlit images, and unoriginal image composition, and you?ll quickly notice how it is easy to shoot like a pro!

UN appeals for $28M for Philippine flood victims (AP)

ILIGAN, Philippines ? Two southern Philippine cities devastated by flash floods that killed more than 1,000 people look like they have been hit by a tsunami, a United Nations official said Thursday as he appealed for $28 million in aid to help half a million people affected by the disaster.

U.N. humanitarian coordinator Soe Nyunt-U also voiced concern about the possibility of disease outbreaks among the thousands living in evacuation centers after their houses were washed away last Friday when a tropical storm unleashed flash floods.

"It was as if the cities were hit by an inland tsunami," Nyunt-U told reporters in Manila. "Entire areas were completely flattened. Only a few sturdy buildings remain standing, and these had sustained a lot of damage."

"Debris from houses, buildings and other structures that had been destroyed by the storm was all swept out to the sea, leaving huge areas devoid of all traces of habitation," he said.

Nyunt-U said he was hopeful donors and foreign governments will respond to the appeal despite the global economic crisis. An appeal launched following a 2009 typhoon that killed about 500 people in Manila collected only half the funds needed.

"It's the Christmas season and the willingness of the international community is high," he said, adding that "no country can stand alone."

About 45,000 displaced are inside evacuation centers, most of them in worst-hit Iligan and Cagayan de Oro cities in the southern Mindanao region. Another 266,000 are being assisted outside temporary shelters. Nearly 30,000 houses were destroyed and damaged. The two cities are home to nearly a million people.

Local authorities and grieving relatives were moving ahead with dozens of burials each day, after a handful of funeral parlors complained they were overwhelmed and could no longer accept bodies, which were still being retrieved from the sea or mud almost a week after the disaster struck.

Aid workers rushed in relief supplies, but a lack of running water was a major concern.

"We must improve this situation at the soonest possible time to avoid disease outbreaks that will further compound the hardships of the people already weakened by hunger and grief from loss of family and friends," Nyunt-U said.

He mentioned a cholera type virus that may occur due to problems stemming from congestion in the evacuation centers, where poor sanitation and hygiene posed a health risk.

Should the Media Pay for Nature Conservation?

Entire television channels broadcast the wonders of the natural world. To gain viewers and sell ads, they rely on lions hauling down zebras, aerial tracking shots of the icy grandeur of Antarctica or more prosaic film of a bear ambling through the woods. So should the media pay for nature conservation?

That's the question four British scientists asked, seriously, in a recent issue of the journal Science. Given the success of channels like Animal Planet, shows like Planet Earth and even films like March of the Penguins, big media makes big money from nature. Do they then have an obligation to re-invest some of their profit on the nature that provided the "ecosystem service" of existing to be filmed?

The researchers suggest setting up trusts that would hold payments from media companies on a per viewer or per DVD basis. The trusts would then invest in preserving the natural world, though selecting trustworthy trustees might prove a challenge.

Of course, that means we viewers would have to pay more to watch African wild dogs roaming free through Botswana. But wouldn't it feel good to know that just by watching a show about nature you are also helping to conserve it?

Justice Dept.: Seattle police used excessive force

Inadequate supervision and training have led Seattle police officers to grab weapons such as batons and flashlights too quickly and to escalate confrontations even when arresting people for minor offenses, the U.S. Justice Department said Friday.

The department launched an investigation last spring following the fatal shooting of a homeless Native American woodcarver and other reported uses of force against minority suspects. The probe was aimed at determining whether Seattle police have a "pattern or practice" of violating civil rights or discriminatory policing, and if so, what they should do to improve.

Federal investigators determined Seattle police have engaged in excessive force that violated federal law and the Constitution. They did not find discriminatory policing, but the report acknowledged that many community members believe the department does show bias.

"Our findings should serve as a foundation to reform the police department and to help restore the community's confidence in fair, just and effective law enforcement. The problems within SPD have been present for many years and will take time to fix," said Thomas E. Perez, assistant attorney general for the civil rights division.

The Department of Justice is currently conducting 20 investigations of police department across the country and the use of force is a prominent issue in most of them, Perez said.

He was optimistic about Seattle's chances of improving, based on his experience in other cities. He mentioned Los Angeles as an example of a city that had much worse policing problems than Seattle 12 years ago and has since been transformed.

In interviews and a department-wide email, Seattle Police Chief John Diaz disputed the findings of the Justice Department report.

"I want to make this clear," Diaz said during an interview with The Seattle Times. "The department is not broken."

Seattle Mayor Mike McGinn said the police department has already started making reforms in response to the issues raised in the report. The public is concerned about use of force and possible bias in the police force, McGinn acknowledged, adding that the police chief and his officers take those concerns very seriously.

"We will be looking closely at the specifics the Department of Justice has raised and how we can have the best possible police force," he said

The American Civil Liberties Union of Washington and 34 other community groups called for the inquiry after a Seattle officer shot and killed the woodcarver, John T. Williams, in 2010.

Video from Officer Ian Birk's patrol car showed Williams crossing the street holding a piece of wood and a small knife, and Birk exiting the vehicle to pursue him. Off camera, Birk quickly shouted three times for Williams to drop the knife, then fired five shots. The knife was found folded at the scene, but Birk later maintained Williams had threatened him.

Birk resigned from the force but was not charged. A review board found the shooting unjustified.

A man holding a "Justice for John T. Williams" sign at Friday's news conference said he was mildly encouraged by the Justice Department's findings.

"There are certain things a lot of us have known for years, especially minorities," said Nicholas Polimenakos, who added he has been a concerned citizen of Seattle since 1983. He and another sign holder also identified themselves as members of the Occupy Seattle movement.

The ACLU of Washington called the Justice Department report a good start.

"Now the long-term effort to bring about the needed change in systems, culture, training and leadership begins," said Kathleen Taylor, ACLU of Washington executive director, in a written statement.

Other incidents captured on surveillance or police-cruiser video include officers using an anti-Mexican epithet and stomping on a prone Latino man who was mistakenly thought to be a robbery suspect; an officer kicking a non-resisting black youth in a convenience store; and officers tackling and kicking a black man who showed up in a police evidence room to pick up belongings after he was mistakenly released from jail.

The report also found:

? The trend of escalation toward force is most pronounced in encounters with persons with mental illnesses or those under the influence of alcohol or drugs.

? When officers use batons, 57 percent of the time it is either unnecessary or excessive.

? About 61 percent of the cases of excessive force involved more than one officer confronting a single person.

? In 2010, 20 officers were responsible for 18 percent of all use-of-force incidents.

? The police department has no effective supervisory techniques to better analyze why these officers use force more than other officers, whether their uses of force are necessary, or whether any of these officers would benefit from additional use of force training.

? The public developed its belief that the department engages in discriminatory policy through their own negative experiences, well-publicized videos of force being used against people of color, incidents of overt discrimination, and concerns that the pattern of excessive force disproportionately affects minorities.

"The solution to the problems identified within the Seattle Police Department will require strong and consistent leadership along the chain of command, effective training and policies, and vigilant oversight," said Jenny A. Durkan, U.S. Attorney for the Western District of Washington, who joined Perez for Friday's announcement.

Durkan emphasized that the vast majority of Seattle police officers do their jobs well and honorably. Only a fraction of Seattle officers use force more than once a year, with 789 officers using no force at all during 2010 and 44 officers out of more than a thousand using force more than five times that year.

The issue is not whether officers use force, but whether they use it correctly and only when needed, she said. Supervision and training are the real problems, she said, adding that Seattle police have already taken measures to make improvements in these areas.

The key is oversight, Durkan said. For example, about 1,200 reports were filed after force was used by an officer in 2010, but only five were sent back by a supervisor asking for more information.

City Councilman Tim Burgess, head of the Public Safety Committee and a former police officer, said in a statement the findings "confirm what many, including myself, have believed for some time ? our police department can do better."

Burgess said the probe raises concerns about department management.

"Over the past 20 years or so, we have gone through repeated evaluations of police accountability," he said. "Yet, every few years, the same issues resurface."

Sgt. Rich O'Neill, the police union president, said in a statement he hoped federal investigators would let the department study the data that led to the critical report.

"Officers are often put in very difficult and dangerous situations, and all they want are clear and specific ground rules to guide them when making use-of-force decisions," he said.

As we enter the holiday season so much pressure can develop to spend what you don't have and go greater into debt all in the name of "giving." This holiday season let us all give each other support to be financially responsible and engage in wealth building rather than wealth destruction.

Wealth, or net worth, is the value of a person's assets minus debts. Assets include things such as money in checking or savings accounts, real estate, and stock. Common types of debt include credit card debt, mortgages, and loans. Without any wealth, people are just a paycheck away from financial disaster. It's wealth that makes it possible to pay the bills when unemployment strikes or when illness limits a person's ability to work. It's wealth that allows people to pay for large or unexpected expenses such as a new hot water heater or a new engine. It is important during these tough economic times that celebrating the holidays doesn't inhibit one's ability to save and build wealth. This is particularly important for communities of color.

A recent report published by the Pew Research Center revealed that the wealth divide between whites and people of color hit a record high in 2009, with the median wealth of white households 20 times higher than black households and 18 times higher than Hispanic households. The recession was especially tough on people of color because they faced much higher levels of unemployment that depleted their savings, had a greater percentage of their wealth in homes whose prices plummeted by the burst of the housing bubble, and because people of color were more often targeted for subprime loans that not only cost them more money but left them more vulnerable to foreclosure.

Even before the recession the financial foundation of many families of color was typically insecure as compared to white Americans. Data from the Institute on Assets and Social Policy at Brandeis University revealed that the wealth gap between white and black families more than quadrupled between 1984 and 2007, growing from $20,000 to $95,000 (in constant dollars). Clearly, while the recession may have exacerbated the racial wealth divide, there was a significant problem even before the recession began.

The racial wealth divide is likely to remain even after the economy recovers because this divide is not simply a result of racial differences in employment, income, or investment strategies. The racial wealth divide originated generations ago when people of color were legally and routinely denied the same opportunities as whites. The inequities of the past continue to haunt current generations because parental and family wealth not only affects the amount of inheritance one receives, but also the ability to help current generations become more financially stable, for example, by helping them make a down payment on a home or pay for college. The $95,000 wealth gap between blacks and whites in 2007 means that children of white parents are more likely to be able to afford to go to college debt-free whereas children of black parents will have to assume more debt to attend college. It is this type of reality which demands that communities of color be especially prudent in how we decide to "celebrate" the holidays.

The first thing to remember during this holiday season is that celebrating a holiday does not in itself require high levels of spending. In fact holidays such as Thanksgiving, Christmas, Hannukah, and Kwanzaa all have a spiritual core that can provide you a cost free foundation for your celebration. Whether you are religious are secular, this year let's make holiday celebrations a celebration of family, tradition, and values instead of unsustainable spending and materialism. We all don't want to disappoint our families, friends and most especially our children so start changing expectations now. Let family, friends, and even your children know that this year you want to celebrate the upcoming holidays by spending special time with them rather than a material gift. Check your community newspaper, library, museums, religious institutions etc. During the next few months there are a plethora of activities many of them free that one can use to spend special time with your loved ones and friends.

The word holiday comes from the pairing of the words holy and day. The word holy stems from the Scottish 'hale' meaning health, happiness and wholeness. You, your family and friends will find much more financial health, over all happiness and wholeness if you do not make the holidays days of greater indebtedness and wealth insecurity.

cancer, it has been recognized that it yet remains a struggle to detect the recurrence and spread of the disease.
In Guyana, breast cancer has been touted as one of the leading causes of death among women, with available statistics revealing that it is the number two most deadly form of cancer in Guyana with cervical cancer taking its place at number one.
This is according to General Surgeon attached to Caribbean Surgery, at St. Joseph Mercy Hospital, Dr. Surendra Persaud, who has over the years maintained that the single course of effectively treating the disease is through early detection and treatment.
?The earlier we can find a woman with breast cancer the better are her chances of surviving.? This is possible even in light of the fact that there is yet no cure for any form of cancer, but rather, patients can go into remission.
However, reports emanating from the Queensland University of Technology in Australia suggest that there might be a way to better address the scourge of the disease. The monumental breakthrough, which is likely to see the prediction of the spread or return of breast cancer, was undertaken by PhD student Helen McCosker.
McCosker, a student at the Institute of Health and Biomedical Innovation (IHBI), said that the research found that breast cancer?s interaction with its surrounding environment held the key to predicting whether it would grow, become dormant or spread to other organs.
?The ability to predict its progress is a huge step forward as it will ultimately enable doctors to select the most appropriate treatments for individual patients,? she said.
?This test should identify those patients who need their cancer removed but require no further treatment, those who need the tumour removed but also require additional treatment, for example, chemotherapy, and those who need more vigorous treatments.?
This will mean that patients should neither receive unnecessary treatments nor be undertreated when a more aggressive medical response is required.
Ms McCosker said the new test would use the tissue surrounding the cancer cells, which were collected for biopsy purposes, but were currently not examined. As such the test makes better use of tissue that is already being collected anyway, ?so from the patient?s point of view there would be no change; no new test,? she added.
She said too that the next step was to develop an easy-to-use, accurate online programme that doctors would use to diagnose cancer progression.

?Ultimately, doctors should be able to key the results of the examination of tissue samples into an online programme with built-in mathematical models and be presented with a clear answer as to the likelihood of cancer progression.?
She added that the test would offer solutions for a wide range of patients, particularly those with more advanced, aggressive disease that could spread to other organs, as well as those in rural and remote areas with limited access to advanced medical services.
?The next step is to seek financial backing to fine-tune and commercialise the current prototype. It?s expected our models will be trialled in pathology laboratories over the coming years and if successful rolled out over the next five to 10 years,? Ms McCosker said.
It is expected that the test, which is being funded by the Wesley Research Institute, should ultimately be applicable to other forms of cancer.
The new development once recognized as a legitimate medical strategy could prove to be valuable to the fight against the disease across the globe.? At the moment, Dr. Persaud said, Guyana already has been utilizing everything that is needful to address breast cancer, right down to the screening process.
The screening process is especially important when addressing some forms of cancer, as according to the expert physician, this could help to detect cancer at hopefully an even earlier stage, allowing for it to be tackled in a timely manner.
?If we are able to detect breast cancer in a woman at Stage One instead of Stage Four her survival is much better, so that is why screening is so important.?
Generally there are three parts when it comes to the detection of breast cancer, according to Dr. Persaud. This, he said, includes self breast examination, which is done by the woman herself; clinical breast examination which is done by a clinician who exams women?s breasts on a regular basis, and then there is the mammogram.
However, in Guyana there seems to be an overuse of ultrasonography in breast conditions and this is something that physicians are working on, he added. But in order to avoid the overuse of the ultrasonography technology, physicians are essentially advocating for women over the age of 18 to start examining their own breasts approximately seven to 10 days after their menstruation, Dr. Persaud noted.
However, ?although the signs have suggested that there isn?t a tremendous benefit for this, we feel that it is good to have women feel comfortable with their own bodies especially in a country like Guyana where we have some cultural issues about women touching their bodies??
But should this prove to be a problem, Dr. Persaud asserted that women can always rely on a health worker who can afford breast examinations at six-month intervals. Nevertheless, an annual mammogram has for years been deemed essential.

Much like George Clooney?s character in Up in the Air, business travel is a bit of a paradox. Sure, busy road warriors complain about living out of a suitcase, but there?s also a kind of perverse pride and even romance to the frequent flyer lifestyle of perpetually jetting from city to city.

So as more and more work goes digital and business people need to make fewer and fewer physical trips to get things done, how will well-traveled execs react to being increasingly grounded? The answer, a new survey reveals, is happy news for airport regulars, but lousy tidings for visitors? bureaus.

When webcasting and virtual events firm ON24 asked 3,756 registrants to this year?s VUE2011 conference (hosted somewhat incongruously by San Francisco Giants Pitcher Brian ?Fear the Beard? Wilson) how they feel about seeing less of the interior of hotels and airports as work grows more wired, many said they?d be happy to go virtual rather than travel to several major American cities.

Virtual events vendors will be thrilled with the exact findings. Texas tourism officials, not so much. The numbers reveal that hefty percentages of respondents would rather go virtual than visit:

  • Houston ? 49.3 percent
  • Los Angeles ? 41.7 percent
  • Orlando ? 37.5 percent
  • Miami ? 33.3 percent
  • Chicago ? 27.8 percent

While the figures can?t be flattering for these cities, they primarily reflect the sorry state of business travel, with 92 percent of executives telling ON24?business travel is failing to improve, and almost half saying it is getting worse. The execs? reasons for dreading flying will be familiar to anyone who has been on a plane recently: 53 percent fear the middle seat, while 50.6 percent and 40.9 percent respectively said delays and security lines were the worst aspect of flying.

?In today?s digital age, professionals increasingly prefer virtual events and webcasts to traveling to in-person events,? commented Denise Persson, ON24?s chief marketing officer. ?With virtual communication, there are no logistical barriers interfering with getting the information you need.?
